SARBICA Symposium 2019

Southeast Asia Regional Branch of the International Council on Archives (SARBICA) is the first Regional Branch of the International Council on Archives (ICA). This year, the National Archives of Singapore (NAS) hosted the 2019 International Symposium with the theme of “Rethinking Archives: Reframing Boundaries, Imagining Possibilities”.

To trace back, NAS was established in 1968 and was called National Archives and Records Centre. In 1981, it merged with the Oral History Unit and formed the Archives and Oral History Department. It renamed as NAS in 1993 and together with the National Museum were managed by the National Heritage Board. After the amendment of the National Library Board Art, it became an institution of the National Library Board (NLB) in Nov 2012. The re-structuring reflected the emphasis on management of and access to knowledge and information. NAS is the second national archives which has successfully merged with national library after the Library and Archives Canada.

Taking place at the Oldham Theatre of the NAS, the 3-day symposium were packed with presentations on various topics, including oral history, digital preservation, web archiving, e-records management, archives services and archives legislation, etc. The pre-seminar workshop on digital preservation was very informative. Take a look at this interesting video "How Toy Story 2 Almost Got Deleted" about a disaster caused by human mistake.
National Archives of Singapore

A visit to the exhibition "Law of the Land: Highlights of Singapore's Constitutional Documents" was arranged in the first evening. This exhibition demonstrated a perfect example of cooperation among memory institutions. Held at the National Gallery and organised by the NAS and NLB, this exhibition explored the history of Singapore’s constitutional development from a British settlement in 1819 to its emergence as a sovereign republic in 1965. The rare documents from the NAS and NLB collections reflected Singapore's legal history and journey to independence.

Exhibition: Law of the Land

Symposium participants visited the NAS Reading Room and Conservation Lab on the third day. The concept of counter-less reading room was transformed from NLB's self-service experience. The self-service platform is facilitated by self-service borrowing machines, 24-hour book drop, automated payment of fees, NLB mobile app and reservation lockers. In NAS counter-less reading room, users may retrieve requested records from reservation locker even though there is no staff. Therefore, access hours are not restricted by staff service hours. Counter-less is not staff-less. There is a bell to alert staff in case need of assistance. After visiting the reading room, NAS staff also brought participants to the well facilitated Sound and Moving Image Lab and Archives Conservation Lab where historical video and audio recordings are digitized and paper records are conserved.

From Barren Hills to University Town

On 4 April, Professor Miles Taylor from the Department of History, University of York, U.K. visited CUHK. He was writing a paper on the university campus development around the world in 1960s, and CUHK was one of his research objects. Ms. Sintra Tsang the University Archivist received Professor Taylor on that day. She showed him the campus development video in the University Gallery, and shared the story “from barren hills to University town”, including the selection of campus location in the early days, the unification of three founding Colleges in the Shatin campus, as well as the campus design and planning, etc. Ms. Tsang also introduced Professor Taylor some relevant historical resources for his research, such as the Vice-Chancellor’s Reports in 1960s and 1970s, CUHK Development Plan Preliminary Report published in 1964, and campus maps in CUHK Calendars of different periods.

Built on a hillside and adjacent to Tolo Harbour, CUHK has the largest and most stunning university campus in Hong Kong. The landscape of CUHK has been constantly changing in the past half century, therefore the stories behind the architecture in the campus are worth exploring and savouring.

Preservation Works of CUHK Archival Records

Preservation is at the heart of archives management. Once the record has been appraised as having archival value for long term retention, appropriate preservation measures should be taken to ensure people will be still able to use the record after a hundred years. CUHK has setup an archives repository with facilities with professional standards to provide a safe home for the archives. In fact, before putting the records into the storage, preservation works are necessary in order to prolong their useful life.

Records in different media (paper, photo, video tape, CD, etc.) require different preservation methods. Taking paper records as an example, the records will be placed in the processing area of the repository first, then the staff will wear clean cotton gloves to check the physical conditions of the records, like seeing whether they are water soaked, or infected with mould and pests. Old records are usually placed into freezer with a temperature of -30°C for a few days to a week to make sure the mould and pests cannot grow. Records with serious damages are needed to be reviewed and processed by professionals. The staff will clean the dusty surface of the records. In case that the content of the document is fading out or becoming illegible, the document will be photocopied by using acid-free archival paper. The original folders, staples, clips will be removed and replaced by containers with archival quality such as acid-free folders, papers, and photo sleeves, etc., finally they are put into archival boxes for storage. Such a process not only prolongs the life of the newly acquired records, it also safeguards the conditions of the stored records that will not be affected by the new ones.

The above case is just a brief introduction of the archives preservation works, and the real-life practice can be much more complicated. The University Archives is currently processing a large amount of records and photos to ensure these precious University assets are properly preserved.

CUHK Records in The National Archives (TNA) of the United Kingdom

In addition to collecting records from the University offices, CUHK Archives also collects and purchases CUHK-related records beyond the campus in order to fill the gap of our collections and bring convenience to researchers. Since Hong Kong was once a British colony, many records of Hong Kong affairs can be found in The National Archives (TNA) of the United Kingdom, including documents about the establishment and development of CUHK. CUHK Archives has purchased over 30 records from TNA. The time span of the archives is from 1950s to 1980s, and most of the items are from these two record series:
•   BW 90: Inter-University Council for Higher Education Overseas: Correspondence and Papers.
•  CO 1045: Colonial Office and other departments: Papers of Sir Christopher Cox, Educational Adviser.
The content includes: the development of the Hong Kong post-secondary education in 1950s to 1960s, the establishment of CUHK, the role of the University of Hong Kong in CUHK development, selection and appointment of the first Vice-Chancellor (with the list of candidates), the background of setup of the CUHK medical school, etc (please check the table below for details). With other records of Hong Kong affairs purchased from TNA, these records are now uploaded to the “Digital Collection” on CUHK Library’s website for on-campus access.
CUHK Archives will keep an eye on any CUHK-related records kept by TNA and other units. We will try our best to collect as many open records as possible.
